Putin’s War on Ukraine
Russian military operations against Ukraine have been ongoing since 2014. In that year Russian Pres. Vladimir Putin flagrantly violated the 1994 Budapest Memorandum, an agreement in which Russia had pledged to respect Ukraine’s independence and territorial integrity. After Ukraine’s pro-Russian president was deposed in a popular uprising, Putin invaded and illegally annexed the Ukrainian autonomous republic of Crimea and engineered a separatist rebellion in eastern Ukraine.
